For the prepared sauce: combine the first three ingredients, and set aside. Heat wok or pan over high heat. Add oil, and continue heating until just before smoke point. Place the four fish fillets in the wok or pan and sear on one side for about 1 minute. flip the fish and add the green and red peppers, red onion and tomato. Saute for another two minutes. Add the prepared sauce cover and reduce heat to a low simmer for about 3 minutes, or until fish is done. Remove fish and turn heat back to high to reduce sauce. Sauce should be thick enough to coat the back of the spoon. Serve with jasmine rice and garnish with cilantro.
